The project uses 500 to 5000 labors regularly.

1. Instructing infrastructure for serving production, operation of co-operatives and serving the life of rural community.
2. Investing in infrastructure business and investing in production in industrial complex, industrial point, rural trade villages.
3. Building waterworks, water supplying system for life, industry, investing in building drainage system.
4. Constructing, improving bridges, airport, wharf, station, bus station, parking-lot; building more railroads.
5. Constructing infrastructure for resident areas in locations listed in appendix B attached to this decree.

VI. Developing education and training cause, public health, physical education, sport and national culture.

1. Investing in infrastructure of education and training establishments; investing in building schools, private education and training establishments at such levels as pre-school education, high school education, professional college, career training college and university education.
2. Establishing private hospitals.
3. Building centre of physical training and sports, gym, physical training and sports club; establishments of manufacturing, repairing equipments and means of physical training and sports.
4. Establishing national cultural house; league of singing, dancing national music; theatre, studio, film developing establishment, cinema; producing, repairing national musical instruments; maintaining and preserving museums, cultural national house and cultural artistic school.
5. Investing in building national tourism area, ecological tourism area, cultural park which operate sport, amusement and entertainment activities.

1. Providing internet connection, access and application services, public phone access points in areas stipulated in appendix B attached to this decree.
2. Developing public transport includes development of seagoing vessels, airplane, railroad transport, passengers road transport by above-24-seat car, modern domestic passengers carrying speed boats, container transport, oceangoing transport.
3. Investing in moving production establishments off the towns or cities.
4. Investing in construction of type-1 market and exhibition area.
