1. Producing composite material, light building materials, precious and rare materials.
2. Producing high-grade steel, alloy, special metal, soft iron, steel bar stock.
3. Investing in building establishments which use solar energy, wind energy, biogas, geothermy, tide.
4. Producing medical equipment in analyzing technology and extractive technology; orthesis, specialized vehicles and tools for invalids.
5. Project of applying advanced technology, biological technology to produce human medicine which is met international GMP standards; producing material of antibiotic.
6. Producing computers, equipments of information, telecommunications, internet, key information technology products.
7. Producing semiconductor and high technical electronic components; producing products of software, digital information content; providing software services, researching information technology, educating information technology human resources.
8. Investing in production and manufacture of precise mechanic; equipments, machines that check, control industrial production process safely; industrial robots.

II. Raising, processing agricultural forestry aquatic products, producing salt; producing artificial varieties, varieties of new crops and domestic animals.

1. Afforestation and caring for it.
2. Raising agricultural forestry aquatic products in unexploited fallow, waters.
3. Catching seafood in offshore territorial waters.
4. Producing new varieties, multiplying and crossbreeding varieties of cultivated crops and domestic animals which bring high economic efficiency.

III.Using high technology, modern technique; protecting ecological environment; researching, developing and cultivating and inventing high technology.

1. Applying high technology; applying new technology which has not been applied in Vietnam; applying biological technology.
2. Treating pollution and protecting environment; producing environment treating equipments, surveying equipment and analyzing environment.
3. Collecting, treating sewage exhaust gas, solid waste; recycling, reusing waste.

V. Building and developing infrastructure and important projects

Investing in building and doing business of infrastructure of industrial zone, export processing zone, high technology zone, economic zone and important projects decided by the Prime Minister.

VI. Developing education and training cause, public health, physical education and sport

1. Investing in building establishments of drug and tobacco detoxification.
2. Forming establishments which carry out hygiene and epidemic disease protection
3. Establishing geriatric centre, focuses relief activities, taking care of invalids and orphans.
4. Building centres of educating and training sports for high achievement, sports for invalids, sports establishments equipped with equipments, training and competing means for meeting the requirements of international sporting event organization.

1. Investing in research and development gains more than 25% of turnover.
2. Rescue service at sea
3. Investing in building tenement houses for workers who work at industrial zones, export processing zones, high technology zone, economic zone; investing in building student dormitory and building houses for beneficiary of social welfare.
