The main addresses of calling for investment


1.Hau River Industrial Metropolitan.

Area of 3,275hectares, a planned complex consists of land for industrial zones, urban housing, sport yards, trade services, tourist sites, villas in the countryside, parks...in Chau Thanh district, along Hau river and the highway of the South of Hau river toward Soc Trang, Bac Lieu, Ca Mau, bordered by a group of Cai Cui international ports of Can Tho city, 5 kilometers from Can Tho Bridge, 15 kilometers from Can Tho airport to the south- east, in which the land for industry, land fund of 1,990 hectares, consisting of planned industrial zones, complexes:

a. Hau river industrial complex.

With area of about 300 hectares and it is going to be developed in Chau Thanh district, along Hau river and the high way of the South of Hau river toward Soc Trang, Bac Lieu, Ca Mau, bordered by a group of Cai Cui international ports of Can Tho city, 5 kilometers from Can Tho Bridge, 15 kilometers from Can Tho airport to the south- east.

This is complexed industrial area of many branches, preferential industries attracting investment: Production of waste treatment equipments; machinery industry of manufacture, building, fixing water way means of transport, production of cement, building materials; electronics, informatics, telecommunications; garment; process of agro – aqua products, production of sound, thermo, electric insulation materials; synthetic materials instead of wood, building plastics, special cement and other light industries...

The project progress: Master plan, detailed plan, approved projects, projects on execution and calling for investment for infrastructure construction. Now, some great projects have been started and are going to be started.

b. Dong Phu industrial complex .

Area of 229 hectares in Chau Thanh district, along Hau river and the highway of the South of Hau river to Soc Trang, Bac Lieu, Ca Mau, bordered by a group of Cai Cui international ports of Can Tho city, 5kilometers from Can Tho Bridge, 15 kilometers from Can Tho airport to the South -East.

This is a complexed industrial zone of many branches, preferential industries attracting investment: process of agro – aqua products, process of livestock, poultry, aqua animal feeds and other light industries...

The project progress: Master plan, detailed plan, approved projects, projects on execution and calling for investment for infrastructure construction. Now, some great projects have been started and are going to be started.

c. Phu Huu A industrial complex.

Area of 130 hectares in Chau Thanh district, along Hau river and the highway of the South of Hau river, 8 kilometers from a group of Cai Cui ports of Can Tho city, 18 kilometers from Can Tho airport.

This is a complexed industrial zone of many branches, preferential industries attracting investment: investment in construction of power plant, power supply and transmission, production of sound, thermo, electric insulation materials; synthetic materials instead of wood, building plastics, special cement and electric and informatic products and other light industries...

The project process: Master plan, detailed plan, approved projects, projects on execution and calling for investment for infrastructure construction. Now, some great projects have been started and are going to be started.

2. Tan Phu Thanh industrial complex.

The general planned area of 201 hectares in Chau Thanh A, along Ba Lang river and highway 1A, bordered by Can Tho city, 10 kilometers from Can Tho city centre to the South, 5 kilometers from Can Tho Bridge, 20 kilometers from Can Tho airport to the South- East.


This is a complexed industrial zone of many branches, preferential industries attracting investment: fixing machinery industry, building, fixing water way means of transport, electronics, informatics, garment; process of agro – aqua products, industry for aqua-agro-forestry production, pharmaceutical product, automobile assembling industry, production of household appliances and other light industries...

The project process: Master plan, detailed plan, approved projects, projects on execution and calling for investment for infrastructure construction. Now, some great projects have been started and are going to be started.

3. Nhon Nghia A Industrial complex.

With area of 351.9 hectares in Chau Thanh A, along Xa No canal and the joint between Vi Thanh town and Can Tho city, 20 kilometers from Can Tho city centre to the South.

This is a complexed industrial zone of many branches, preferential industries attracting investment: fixing machinery industry, electronics, informatics, garment, process of agro – aqua products, industry for aqua-agro-forestry production, pharmaceutical product, production of household appliances and other light industries...

The project process: Master plan, detailed plan, approved projects, projects on execution and calling for investment for infrastructure construction.

4. Vi Thanh handicraft - industrial complex.

The area of 53 hectares is being planned to be developded in Chau Thanh A, along the highway 61 and Xa No canal is the national waterway to Ho Chi Minh city and Ca Mau.

The preferential industries attracting investment: process of agro – aqua and animal husbandry products (frozen, canned and dried food, condensed pineapple juice, processing rice for export), production of livestock, poultry, aqua-animal feeds; household appliances; fixing agricultural machinery and other light industries...

The project process: Master plan, detailed plan, approved projects. This complex has been invested to build the technical infrastructure. Currently, some projects are in operation, constructed and are going to be constructed.

5. Nga Bay handicraft - industrial complex.

The area of 24.7 hectares in Nga Bay town, along Cai Con canal – Phung Hiep road section and highway 1A is the national waterway to Ho Chi Minh city and Ca Mau, 30km from Can Tho city along highway 1A to the south.

Its location is near regions of sugar canes, rice paddy, fruit trees and the aqua-culture, it is very advantageous to invest processing food, agricultural and animal husbandry products; production of livestock, poultry, aqua-animal feeds; garment, machines, household appliances and other light industries.

The project process: Master plan, detailed plan, approved projects. This complex has been invested to build the technical infrastructure but uncompleted yet. Investment is being invited to build the infrastructure. Currently, some projects are constructed and are going to be constructed.

Besides, the handicraft - industrial complexes in certain towns, districts such as: Cay Duong (Phung Hiep), Long My (Long My district), Nhon Nghia (Chau Thanh A district), Nga Sau (Chau Thanh district), Nang Mau (Vi Thuy district) and other towns have been planned detailedly and had the investment project of infrastructure at the most advantageous position for the investment and calling for investment.

6. Vi Thanh township

Vi Thanh town is an administrative, economic, cultural and scientific-technological center and a traffic node, an important fulcrum for a stable development of Hau Giang province and sub-areas of the south of Hau river, the north of Ca Mau peninsula.

The economic structure of Vi Thanh town is developing in industry – service – agriculture aspect.

Vi Thanh town has planned the project of a great investment demand, it is calling for invetment to build and upgrade the economic-social infrastructure of a township into the city of grade 3.

7. Nga Bay town.

Nga Bay town is a start of industrial process of agricultural commodities, goods flow, trade services, tourism of Hau Giang province’s southeast region and the surrounding area along highway 1A.

The economic structure of Nga Bay town is developing in industry – service – agriculture direction.

Nga Bay town has planned the project of a great investment demand, it is calling for investment to build and upgrade the economic-social infrastructure into the urban township of grade 4.

Besides, there are townships in the area such as: Long My, Vi Thuy, Mot Ngan, Nga Sau, Cay Duong and certain other towns have been planned for construction, urban grading for the investment invitation from economic components.

8. Rural area construction

Speeding the investment for building, upgrading satellite cities, townships, economic –social complexes and the rural economic –social infrastructure. Encouraging economic components to invest in the rural traffic system, water-power supply system, communications, environmental sanitation, public health – education centers, cultural- sport sites; gradually deversifying the training forms to satisfy the rural labor features.

9. New metropolitans

a. Song River resident and trade re-settlement area:

Opposite Hau river industrial zone, limitted by the highway of the south of Hau river, contiguous to Can Tho city. Total area of 214hectares.

The project process: Master plan, detailed plan, approved projects. This complex has been invested to build the technical infrastructure. The projects are planned to call for investment in infrastructure construction.

The metropolitan nature: area of resident and trade re-settlement for Hau river industrial.

b. The residential area on the west road of Hau river:

Locating right on the axis of the west road of Hau river, 40m building line, 5,600m long, it has just been opened in inner of Vi Thanh township. Total area of 200 hectares.

The project process: Master plan, detailed plan, approved projects. The projects are planned to call for investment in infrastructure construction.

The metropolitan nature: localized residential area

c. The residential area of the bypass road of highway 61:

Locating on both sides of the bypass road of highway 61, it has just been opened in Vi Thuy district. Total area of 40 hectares.

The project process: Master plan, detailed plan, approved projects. The projects are planned to call for investment in infrastructure construction.

The metropolitan nature: localized residential area

10. The ecological, cultural and historic tourist site of Provincial Committee of the Party Base : it is also called Ba Bai base in Phuong Quoi hamlet, Phuong Ninh commune, Phung hiep district, Hau Giang province. The whole relic was built on the area of about 6 hectares and surrounded by: canals of Lai Hieu, Ca Cuong, Cu and Ba Bai. The prestige consists of halls, huts, bomb shelters, the important conferences of Can Tho provincial committee of the party used to be taken place here in the wartime. Here becomes a returning tourist site of “ the past battlefield” attracting visitors. This relic needs to be upgraded, restored for the ecotourism development together with the cultural and historic tourism.

11. Long My ecological-cultural and historical tourist area:

Long My has the cypress, melaleuca forests were founded nearly 200 years ago. Until 1920, Long My started to be cleared and became an abundant countryside. In the wartime, Long My was the Revolution base area of the western region of the south.

Coming to Long My, tourists have a chance to visit Uncle Ho’s temple in Luong Tam commune set up by the Party Committee and people in the year of Uncle Ho’s death. The temple was restored spaciously on the area of over one hectare and it is planned to widened and upgraded. Long My also has the vestige area of “ the victory of 75 enemy battalions” built on the area of about 2 hectares in Vinh Vien commune, including many works for visitors who are interested in the past event.

Coming to Long My, tourists have a chance to visit the unique garden of thousand of storks and more than 30 species of birds of the Mekong Delta set up in 1986 in Xa Phien commune.

12. Ngoc Hoang swamp nature reserve:

Ngoc Hoang swamp named for a famous sunken area is in Phuong Binh commune, Phung Hiep district.

The vegetational cover has a wild feature by seasonal watery flora, abundant aqua animals such as snakes, turtles, watery birds and famous fresh water fishes.

Besides poetic green of the melaleuca forest, there are fascinating green of sugar canes, rice paddy fields, bamboos, flutes and the poeticness of channels and the sound of Cum Num. Ngoc Hoang swamp is famous for “ a fish pond” and “ a snake barn”. Loc fish, anabas, bong fish (flower fish), white catfish, that lat fish, eels, Cua Dinh (a kind of turtle), tortoises, turtles, snakes are main aqua-animals here… various aqua-animals of the Mekong Delta; Moreover, there are lots of birds such as: grey kites, fire kites, storks, teals, black storks of hooked beaks, sparrows, cum num, nigh herons, ..especially, a diversifying flora and an abundant fauna of 206 species, and the most attraction is 135 species of water birds, in which there are rare and precious species such as: Great tits, Giang Sen ( a kind of stork), Da Day (a kind of ostrich)…it is expected this legendary land shall become a wet land landscape reserve, it is worthy of an historic relic together with ecotourism of natural biological diversification.

Ngoc Hoang swamp nature reserve has more than 2,800 ha of melaleuca forest and a few Xa Cu trees, acacia; more than 400 hectares of famous swamp of a wetland, surrounding this area is a buffer of 9,000 ha transitted between the reserve and the rich agricultural economy.

The buffer project of Ngoc Hoang swamp nature reserve is called for investment in infrastructure of ecotourism aspect; including: building the system of fresh water supply, resort, traffic way for tourist, villas, restaurants, hotels, embellishment of reserves, sites of sports, entertainment…unique characters of activities and production here shall be embellished for tourism such as: fine handicraft articles made of local timber, bamboo, leaf, making bee bugle to get honey and beeswax, the south amateur music (ca nhac tai tu)…

13. Tam Vu ecotourism

With the area of 90 ha, locating in Tan Phu Thanh commune, Chau Thanh A district, this place is made detailed plan to call for investment and cooperation.

This is a green tourist area of the local traditional, cultural features, groups of valuable and rare animals and abundant tropical fruit trees together with Tam Vu historic victory and the Mekong Delta inhabitants’ customs and habits.

14. Phung Hiep floating market:

It is also called Nga Bay market, the biggest one in the Mekong Delta, the convergence of seven river branches of simple names: Cai Con, Bung Tau, Mang Ca, Soc Trang, Lai Hieu, Xeo Mon, Xeo Vong. The trade of agricultural products is busy from canoes, boats with the simple, unique and impressive marketing but absorbing in the heart of sellers and buyers. Passing the floating market, tourists shall reach Nga Bay shipbuilding village which was formed in the Mekong Delta very early, there have been thousands of boats and canoes made here bobbing in the mekong river, The “ Can Tho canoe” of 5 pieces which are familiar to the people in the west are from here.

Nga Bay floating market now is exploited naturally; the province is making a detailed plan and the investment project to call for investment.

15. Warp ecotourism area in Long My district

Vien Lang warp in Luong Tam, Luong Nghia communes of Long My district with area of 1,000ha, this new land has just been formed for tens of years ago thanks to alluvium of Cai Lon, Cai Be rivers and it still be wild.

Vien Lang warp has a flora feature of fresh water and partially mixed with brackishwater upon seasonal melaleuca forest, sugar canes, rice paddy, bamboos, flutes…and an abundant fauna: Loc fish, anabas, Bong fish (flower fish), white catfish, That Lat fish, eels, Cua Dinh (a kind of turtle), tortoises, turtles, snakes … various aqua-animals of the Mekong Delta…it is expected that this region of implicit beauty shall become an ecotourism area with busy farms, development of agriculture, trade and services, which is worthy of an ecotourism area of natural biological diversification.

II. Incentives of Hau Giang province:

1. Supporting the investors in the plan of project execution:

 To the project of which land is revoked by the state: The provincial People’s Committee directs the appropriate authorities to carry out the compensation, land clearance of the whole projected area to give the investors the plan duly as agreed between the investors and the organization who are assigned to be a connector to support the investors.

  In case, the investors agree with the land users, out of revoked land, the People’s Committee of commune, district, province are in charge of in their function as follows:

a. Directing, providing documents of policies, law, and land papers related to the agreed land lot.

b. Presiding over the agreement of the investors and the land users if there is requirement of one side or either sides.

c. Directing the implementation of procedures of conccession, land lease, pooling by the land use right.

d. The financial structure:

- In case, the investors are allocated land and leased land by the state and the idemnity paid in advance, The rental and support cost for land shall be deducted into land use charge, rental payable to the state; in case of leased land, the land lease is expiry but the idemnity and support cost have not been deducted off, they shall be deducted in the the next land lease term.

- In case, the investors receive the land use right under the law on land for their project execution in accordance the plan of land use but the land use purpose must be changed after the receipt of land use right, the either following ways can be chosen:

. Using land with collection of land use charge: The investors must pay the land use charge for the change of land purpose. The amount paid for the receipt of conccession shall be deducted into the land use charge for the change of land purpose payable to the state.

. Using land under the land lease: The investors must pay the rental to carry out the project. The amount paid by the investors for the receipt of concession of land use right deems to be the rental which is prepaid to the state.

2. Reducing advertising cost:

The advertising cost in Hau Giang newspaper and the Radio and Television Station of Hau Giang povince (paid by the budget) for the incentive project’s new product marketing shall be given the following supports:

- As of the official operation of the project, the first year’s advertising cost is reduced 30%.

- The next three year’s advertising cost is reduced 20%.

- The advertisement can not be more than thee times a week.

- The advertisement can not be more than 30 seconds once on Hau Giang radio-television station.

- The advertisement can not be more than ½ page of once publish of Hau Giang newspaper.

3. Awards for Investment broker:

3.1. Commision conditions for brokers:

- Organizations, individuals of investment brokers can only be paid commission to the project of the provincial investment incentives and those are in the area of Hau Giang province performed by the investors from other provinces.

- The payment of commission for organizations, individuals of investment brokers must be certified in writing by the investors and that the borkers are paid commission when the such projects are put into operation offcially, evaluated, and must be reviewed and verified by the Department of Investment and Planning and Department of Finance, and decided by the Chairman of People’s Committee to each case.

3.2. Award rate for brokers:

- To the project with total fixed investment (construction and equipments, workhouses, market houses) from VND 10 billion to VND 20 billion, broker’s commission is 0.1% of total fixed investment of the project.


- To the project with total fixed investment (construction and equipments, workhouses, market houses) from VND 20 billion to VND 50 billion, broker’s commission is VND 30 million.

- To the project with total fixed investment (construction and equipments, workhouses, market houses) from VND 50 billion to VND 80 billion, broker’s commission is VND 40 million.

- To the project with total fixed investment (construction and equipments, workhouses, market houses) more than VND 80 billion, broker’s commission is VND 50 million.

The foregoing regulation is regularly reviewed, amended at all time for more preferential to meet domestic and foreign investors’ demands.

PROMPT AND EASY PROCEDURES OF ALLOCATION OF INVESTMENT CERTIFICATE, BUSINESS REGISTRATION CERTIFICATE :

1. Procedures of new Investment Certificate allocation (under the Law on investment):

There are three registration forms for new Investment Certificate allocation :
  •   The registration forms for Investment Certificate allocation (without the foundation enterprise or its affiliate).
  •   The registration form for Investment Certificate allocation (with the foundation of its affiliate).
  •   The registration form for Investment Certificate allocation (with the foundation of its enterprise).
a. The domestic investment projects are free from registration:

The investors needn’t to make a registration for the projects under VND 15 billion and out of the conditional investment field provided in the Law on Investment at article 29 and relevant legal documents. If the investors want to make a determination for investment incentives or the Investment Certificate allocation, the registration should be followed procedures as article b for an investment incentive enjoyment.

b. The investment registration for the domestic investment projects:

- The home investors need to make a registration for the projects from VND 15 billion up to under VND 300 billion belonging to the conditional investment field and out of the projects given policies by the government.

- The investors make the registration at the Department of Investment and Planning or the Management of Industrial Zones upon the projects graded at Article d herein.

- Department of Investment and Planning or the Management of Industrial Zones receive the project document and give the receipt right after the investment registration document received.

- If the investors want to make a determination for investment incentives or the Investment Certificate allocation for the investment incentive enjoyment, the issuing authority shall base on the content of the registration to issue the Certificate of Investment Incentives or Investment Certificate within 15 working days as of the receipt of lawful registration.


c. Investment registration for investment projects with foreign capital :

The registration documents consists of:

  •   Registration writing (as form).
  •   The business cooperation contract for the investment form with the business cooperation contract.
  •   The investor’s financial capacity report (made and liable by the investor)

To the investment project together with the foundation of economic organization, besides the foregoing documents, the investors must attach:

  •   The business registration document (as form) matching the enterprise form in accordance with the Law on Investment at Article 46 and relevant legal documents.
  •   The pooling agreement for the investment and foundation of joint venture economic organization between home investor and foreign investor.

Within 15 working days as of the receipt of lawful document, the Department of Investment and Planning or the Management of Industrial Zones issue the Investment Certificate upon the graded projects.

d. The investment project verification process for Investment Certificate allocation:

The projects of verification for investment certificate allocation:

  •   The investment with capital from VND 300 billion up and out of the conditional investment field.
  •   The investment with capital less than VND 300 billion and of the conditional investment field.
  •   The investment with capital from VND 300 billion up and of the conditional investment field.

The said verification procedures of the projects for investment certificate allocation are performed under the Law on Investment at Article 48, Article 49 and relevant legal documents.

The investment project verification process for investment certificate allocation as follows:

The projects, which are issued the Investment Certificate by the provincial People’s Committee (out-regional projects, industrial complexes out of the management’s power): the investor submits the Department of Investment and Planning 08 sets of investment project documents including an original one. Administrative procedures are implemented by the mechanism “one door” at the Department of Investment and Planning.

The projects, which are issued the Investment Certificate by Management of Industrial Zones (in-regional projects, industrial complexes under the management’s power: Hau river industrial zone, Phu Huu industrial complex, Tan Phu Thanh industrial complex): the investor submits the Management of Industrial Zones 04 sets of investment project documents including an original one. Administrative procedures are implemented by the mechanism “one door” at Management of Industrial Zones.

Within 03 working days as of the receipt of lawful document, the place of receipt lodge the document to get ideas from the relevant departments and sections; if neccessary the document shall be lodged to get further ideas from relevant ministries and sections.

Within 15 working days as of the receipt of lawful document, the referee shall give response in writing.

Within 20 working days as of the receipt of lawful document, the Department of Investment and Planning make the verification report, and submit to the People’s Committee for decision. Within 05 working days as of the receipt of the report, the People’s Committee issue the Investment Certificate.

To the projects, of which the Investment Certificate are issued by the management of industrial zones, within 20 working days as of the receipt of lawful document, the Management collects ideas from the referees to decide issuing the Investment Certificate.

2. The procedures of new business registration certificate allocation (under the enterprise law)

- The enterprise founder submits the business registration document at the business Registry of the Department of Investment and Planning regardings the business forms: private enterprise, partnership, limited liability company, joint stock company. The document for these business forms is provided in the Enterprise Law at articles 16, 17, 18, 19 and relevant legal documents.

- The Business Registry reviews the legality of the document and issues the Business Registration Certificate within 10 working days as of the receipt of legal document.

Documents, presentation of procedures, conditions and content of business registration, the first investment of foreign investor in Vietnam are provided in the Enterprise Law at article 20 and the law on investment. The Investment Certificate is also the Business Registration Certificate.


3. Efforts of local administrative procedure reformation:

In order to reform the administrative procedures upon the mechanism of one door (the Business Registration Certificate, seal engraving, tax code are received at the Business Registry of the Department of Investment and Planning), the registration of business and tax code is going to be made in a set of document submitted at the Department of Investment and Planning as general regulation. Number of the business registration certificate and tax code is unified into enterprise code.

Hau Giang province shall shorten half of time in allocation of new investment certificate and business registration certificate and tax code in comparation with the time generally stipulated by the Investment Law, Enterprise Law and relevant legal documents.
