For the past 5 years, Hau Giang province’s party committee, army, and its people have made great efforts to reach an average economic growth of around 11.8%, average per capita income of near 11 million/ year, an increase of over 1.6 times against the number at the time of the separation. Rice production of commodity has reached over 1 million tons/ year; seafood export 20,000 tons/ year. At present, about 82% of medical stations meet the national standard; the ratio of malnourished children under 5 is reduced to 19%; the ratio of poor households at the new national standard to nearly 13.7%. There are roads leading to the centre of all the communes. The ratio of households using electricity is 91% … On this occasion, Hau Giang’s three key projects were opened to the public use: Xa No channel’s embankment, Tran Hung Dao prolonged street, and Hau River’s West road.
With the achievements in the past five years, Hau Giang province is honorably offered the Third Class Labour Medal by the Vietnamese President. Mr. Nguyen Phong Quang, political Politburo member, provincial party committee secretary of Hau Giang was granted the First Class Labour Medal.

On the occasion to mark 5 years of Hau Giang Province’s establishment, Mr. Nguyen Phong Quang, member of the political politburo, provincial party committee secretary, head of Hau Giang province people’s committee made a speech:
“ For 5 years of establishment, a lot of significant achievements have been gained:
the annual average economic growth reaches 11.6% (8.4% in 2003, 13.07% in 2008), per capita income over VND 5 million/ year in 2004, up VND 10.76 million/ year in 2008 (a double increase), commodity rice yield over 1 million tons/ year, seafood export 20,000 tons/ year (around USD 50 million, the national food is secured.
The province has invested in building infrastructure, improving provincial, district, inner city road systems, carrying out the campaign of transport and irrigation in dry seasons from 2004 to 2008 with encouraging results. The total capital for the investment is almost VND 500 billion in which the capital from its people accounts for 80%. This is the great effort of Hau Giang’s people. Industrial zones were founded. Hau River’s West Road, the route from Bon Tong to Mot Ngan town, the road joining Vi Thanh town and Can Tho City (stage 1) were built. Xa No channel’s embankment against erosion is 20 km long. The total expenses for those projects is near VND 3,800 billion. The total revenue for the state budget in 2008 reached VND 2,717 billion, 7.59 times higher than that of 2004, an average increase of 150%/ year. The total capital raised from the whole province for five years reached VND 15,499 million, an average increase of 136%/ year. Hau River Electrical Center was inserted into the government’s general plan of number 6 under the supervision of Vietnam Power Corporation with the capacity of 5,200 mega watts (about USD 7.4 billion). Vietnam Petrol Corporation was assigned to build Hau Giang Thermo-electric Plant in stage 1 with the capacity of 1,200 mega watts (USD 1.7 billion).
The above mentioned key projects have made transportation easier and the better look of the urban area, created motivity for social and economic development and for keeping the national defence and security in Hau Giang and surrounding provinces.
Attracting investment has had positive impacts on production. A number of foreign and domestic enterprises, economic corporations have come to invest: Vinashin, Lee&Man paper producing Corporation, PetroVietnam … There are 8 foreign direct investment projects in Hau Giang province with the total registered capital of USD 1.2 billion, the performing capital is USD 655 million.
The education and training has many advances: the scale, quantity, quality, effectiveness were raised. The provincial authority has made efforts to carry out compulsory secondary education in 2013. The infrastructure serving people’s welfare and life has been improved.
Hau Giang province still has difficult future tasks. In the working visit to Hau Giang in May 2009 the Communist Party General Secretary Nong Duc Manh suggested: Resources must be continuously mobilized to develop infrastructure and to carry out projects for people’s welfare. The priority is to train human resources. Trade and service as well as farm products and seafood processing industry must be concentrated on. Comprehensive policies regarding agriculture, farmers, rural areas should be made. Large-scale farming can be carried out by accumulating and changing lands.
