In less than one month, the First Vietnam Rice Festival is officially opened at the centre of Hau Giang township. Reporters of Hau Giang newspaper have had a discussion with the deputy permanent leader of organization board of the first Vietnam Rice Festival Nguyen Thanh Hung about the preparation work and works which are to be served for the Festival.

* How does the schedule change of the first Rice Festival in Hau Giang influence organization work?

The official time of the Vietnam Rice Festival has to be postponed for two days (from November 28 to December 02, 2009 instead of November 26 to 30, 2009 according to the guidance of the Government. Therefore, the organization work is influenced especially in printing record, document, invitation letter issuance. More than 20 kinds of relevant records and documents have to be adjusted because of the schedule change of the first Vietnam Rice Festival. However, the Organization Committee has made a timely announcement of the schedule change to all bodies and organizations. At present, the organization board has issued invitation letters for opening, closing and other activities of the Festival to the Central leaders, leaders of provinces, cities, businesses and domestic and foreign organization units.

* The schedule change of the first Vietnam Rice Festival mainly influences organization work, but how about the progress of works for the Festival?

As I mentioned above, the schedule change mainly influences organization work not the progress of work preparation for the first Vietnam Rice Festival. We don’t actually wait until the opening day to start everything, but many activities of the first Vietnam Rice Festival have taken place before that day. In addition, the direction board and organization board make a clear plan and establish 11 subcommittees with clear specific assignment and responsibility. Simultaneously, there is regular check of each subcommittee to solve problems and difficulties in time during the carrying-out process. Thus, the progress of construction works, infrastructure, urban adjustment, environment scenery and organization, arrangement, decoration, investment trade promotion and exhibition fair is going on as scheduled. Until now, all preparation work for the Rice Festival basically is 70-80% of the plan. Now, Hau Giang is taken efforts for urban adjustment and infrastructure investment, especially the main road entering the centre of the province and streets in the Vi Thanh town to Festival area.

At present, the general chart of the first Vietnam Rice Festival is formed. The ceremony area and functional areas is in the process of installation and arrangement. Can you tell us more detail about the installation and arrangement of ceremony and function areas progress?
The ceremony area is already hand-overed and the organization unit is carrying installation and arrangement work for functional areas. The central area for exhibition and informing rice market trade includes 400 designed registered stands in which food area has 52 stands. The area for exhibiting “Vietnam Rice” has 1,800 m2 is under construction as scheduled. The area for exhibiting agricultural machine and equipment and crop varieties has 2,500 m2 is hurriedly installed and arranged as planned. Now the main greeting gate, central gate and other gates for the first Vietnam Rice Festival are under construction. Besides, press information centre with information technology equipment is ensured to meet the need of transaction and press performance for the first Vietnam Rice Festival and is installed hurriedly with equipment. Simultaneously, the organization board instructs to make plan, detailed scenario, and combines with other ministries, departments, institutes, schools, scientists, and businesses in organizing 4 big seminars. “Xa No canal, rice waterway of Hau Giang province” seminar held by the Cantho University and the people’s committee of Hau Giang province; “Vietnam Rice” science seminar presided over by the Ministry of Agriculture and Rural Development; the international seminar “ Vietnam rice of export and integration” presided over by the Ministry of Industry and Trade; the investment promotion seminar organized by party committee of Central businesses, the People’s Committee of HCMC, Vietnam investment and development bank and the People’s Committee of Hau Giang province

* In fact, infrastructure works, work of uban adjustment, environmental scenery is in a hurry and in disorder and in the way. Therefore, is all preparation work ensured to be finished before the the first Vietnam Rice Festival takes place?

Until now, we can affirm that all preparation work for the first Vietnam Rice Festival especially the infrastructure work, urban adjustment, environmental scenery work are as scheduled. However, there are some changes because the central barriers of 3/2 street, the main street to the centre of the province are under construction untidily. But the progress and quantity of work meet the planned requirement. Speeding up the progress of infrastructure construction, urban adjustment, environmental scenery must be carried out to complete the preparation work for the first Vietnam Rice Festival at any cost in advance 10 to 15 days as scheduled by the province.
