The first Viet Nam Rice Festival taken place in Hau Giang is coming up. Carrying out measures for ensuring the security and order before, in and after this event is very urgent matter. Colonel Bui Hoang Bao, Director of the Public Security of Hau Giang province, says:

The first Viet Nam Rice Festival organized in Hau Giang is a great social-economic and cultural event in the home province in specifically and the whole country in generally in order to introduce the wet rice civilization, honour farmers with rice farming and enhance the position of Viet Nam Rice, create good conditions for speeding up rice production and export, which contributes the development of economy and society and enhances the inhabitants’ life. This is also an opportunity for the image of Hau Giang to be introduced and popularized to home and abroad friends and investors for seeking co-operation and trading. The first Viet Nam Rice Festival is going to be taken place (as from the 28th of November to the 2nd December 2009) in Vi Thanh township, with contents such as festival, fair, goods introduction, exhibition, displaying fireworks, Ngo boat race, ..., which will attract the attendance of a great number of home and international delegates as well as the local inhabitants as expected..

So, ensuring the security and order during the time of the Festival is a hard task. Determining the property, objectives and significances of the said task, under the guidance of provincial committee of the party and provincial People’s Committee, since the early of October, we have conducted the police of local units to open the peak campaign for attacking and repressing criminal types, and focus all forces and positive methods on ensuring effectively the security and order before, in and after the said event is going to take place, and also co-ordinated strictly with the provincial military forces for setting up protection plans, and willing dealing and treating timely with probable situations so that unexpected cases will be unable to occur. It is really good when the peak campaign for attacking and repressing criminal types has just been carried out for one month, but the status of security and order in the territory has always been ensured well with the decrease in criminal cases, and social evils dominated, and people’s movements of National security protection maintained and developed.

* Dear Sir, please tell us which areas and objects should we focus on?

Vi Thanh township is the place where most the activities in the the first Viet Nam Rice Festival are going to take place. So, this will be one of the key areas that we should focus on protecting. In the time of the Festival, there will be the attendance of a lots home and international delegates as well as the local people, and on the occasion it is probable that criminal objects or gangs as well as social evils and others can mingle with delegates or participators for performing their illegal actions. To deal the situation initiatively, we have co-ordinated with the police of the provinces in the area to organize prevention, and conduct the provincial public security forces and the police of districts and towns in the whole province to set up plans and specific and practical prevention measures.

Since then, focusing on the affairs such as catching the situations, managing strictly the objective area, attacking strong criminal types, razing the gathering places of social evils, enhancing the State management efficiency on exit and entry, communication and information, culture, thoughts and social order, especially managing temporary residence, temporary absence, explosive materials, support and firefighting tools, .... Focusing on checking, listing and managing objects who are ex-convicts or previous offenders in the area, leading the said objects to education offices or training and rearing schools, carrying out mobilizing work, capturing pursued objects, co-ordinating with government levels, departments, unions in acting as advisors for converting and educating the objects who break the law or criminals in community, and the offenders granted a special reprieve before the term, ... in order to help them re-integrate into social community. Intensifying patrol and guard work, especially in the key and bordering areas, also dispersing groups of teenagers who gather at night for engaging in drunken merrymaking or dissipation causing the rupture of of security and order. Mobilizing strongly the National security protection movement for the whole people, with the participation in denouncing, capturing criminals for ensuring the security and order from basic level.

* Which plans have been deployed for avoiding the situation of traffic jam on the days when the Festival takes place, dear Sir ?

This is hard task as forecasted because of the high increase in the number of people and means of transport during the time when the Festival is going to take place, so currently we have had available plans for settling the local traffic jam – especially in rush times in order to ensure thorough transportation, and create comfortable sensation as well as convenient conditions for attracting the attendance of the delegates and the people nationwide in the Festival done in Hau Giang. Besides the key forces of traffic police concentrated maximum, we will mobilize further a great number of order and mobile police, the polices of communes, wards, and towns, .... for guiding, distributing, keeping the traffic safety and order, urban order; clearing sidewalks and the cases which transgress the artery of building line, ... Also, going on promoting the propaganda work, helping the road users aware in complying with the traffic law and carrying out the traffic culture, intensifying the patrol and checking affairs all day and night in key road routes and areas, finding and treating strictly the cases of breaking traffic safety and order law – especially direct mistakes resulting in traffic accidents.

The whole provincial police forces are in determination for striving and overcoming existing difficulty, for safety, impression, efficiency and success of the Rice Festival!
