With the approval of the Prime Minister, the first Viet Nam National Rice Festival is going to be taken place in Hau Giang from November 28th to December 02nd, 2009. To highlight the subject and content of the Festival, the Organization Committee of Viet Nam National Rice Festival is going to organize and arrange the flower fleet of parade, specifically as follows:

1. The structure of the fleet of parade:

• The flower vehicles of parade include the cars of Ministries of Trade and Industry, Culture, Sport and Tourism, Agriculture and Rural Development, Communication and Information; cities: Ha Noi, Ho Chi Minh, Hai Phong, Can Tho; provinces: Vinh Phuc, Thai Binh, Lam Dong, Binh Dinh, Hau Giang, and other provinces in the Mekong Delta (one car per province); main promoters: South Viet Nam Food Corporation and LienViet Commercial Joint Stock Bank (LienVietBank).
• Propaganda and path vehicles and some motorcycles.

2. Time, location:

• The Organization Committee of Viet Nam National Rice Festival solemnly invites the leaders of Central Ministries and Industries, provinces and cities and the main promoters for participating in previewing the fleet in Can Tho City Cultural Center (the grouping place of vehicles) at 14 o’clock on 26/11/2009.
• At 14 o’clock on 28/11/2009, the fleet of parade is going to depart from Can Tho City Cultural Center to Hau Giang province, to the place where the ceremony done with the plate of welcome the 1,000 years anniversary of Thang Long - Ha Noi (Xa No Cultural Park, Hau Giang - Vi Thanh township) and then parade in inner Vi Thanh township; after that, the fleet is going to group on Tay Song Hau (Hau River Western) street.
• At 6:30 AM on 29/11/2009, the fleet of parade is going to depart from Hau Giang province to Can Tho city (terminating the activity of parade).

3. Expenditure:

• The whole expenditure for the flower vehicles of Ministries; cities: Ha Noi, Ho Chi Minh, Hai Phong, provinces: Vinh Phuc, Thai Binh, Lam Dong, Binh Dinh, Hau Giang supported by the Organization Committee of Viet Nam National Rice Festival.
• The local government of Can Tho city and the other provinces in the Mekong Delta shall be solely responsible for preparing the flower vehicles with the support of 10 million dongs per car from the Organization Committee of Viet Nam Rice Festival.
• The main promoters should be solely responsible for preparing their flower vehicles.

4. Decoration:

• Using the cars with 12 seats or over or the trucks (2,5 tons type) as the flower vehicles; the flower vehicles are not in excess of 4m in height, with the moderate width for ensuring the traffic safety.
• The content of decoration should show the feature of each industry, locality and unit and be associated with the content of welcome the first Viet Nam Rice Festival 2009 in Hau Giang.
• Decorating the flower vehicles of Ministries; cities: Ha Noi, Ho Chi Minh, Hai Phong, provinces: Vinh Phuc, Thai Binh, Lam Dong, Binh Dinh, Hau Giang will be performed by Hau Giang Department of Culture, Sport and Tourism in accordance with the contents provided by the Ministries, the provinces and the cities.
• The local government and the organizations concerned will be responsible for decorating the flower vehicles of Can Tho city and the provinces in the Mekong Delta and the main promoters or co-ordinate with Hau Giang Department of Culture, Sport and Tourism and Hau Giang Department of Industry and Trade for carrying out.

5. Organizing the performance:

• The Departments and Industries of Hau Giang province directly under the said Ministries should initiatively co-ordinate with the office of the Ministries for proposing their ideas and contents that will be presented to the leaders of the Ministries for approval and lodged to Hau Giang Department of Culture, Sport and Tourism before 08/11/2009 for arranging and decorating.
• Proposing People’s Committee of cities: Ha Noi, Ho Chi Minh, Hai Phong, Can Tho, and provinces: Vinh Phuc, Thai Binh, Lam Dong, Binh Dinh and the provinces in the Mekong Delta re guiding the functional industries of the said provinces and cities in co-ordinating with Hau Giang Department of Culture, Sport and Tourism and Hau Giang Department of Industry and Trade for the performance.
