4. Calling upon each inhabitant, family in Vi Thanh town to respond the festival heartily and it is expected to become one of Vienam Festival cities.
5. Organizing accommodation, building scenery, environment, order and public sanitation and places of interest for the visitors.
6. The Department of Education and Training: guaranteeing to complete two community college dormitories furnished and have attendants to serve 980 Festival visitors. ( they are expected to be finished before November 15th, 2009). 
7. Department of Transport: in charge of removing Hau Giang coach station out of the Festival site before August 2009.Department of Public Health: Guaranteeing food safety and epidemic prevention and giving a ready emergency aid for the festival.
8. Provincial group: organizing a force of young volunteers (200 volunteers are expected) to be in charge of guiding visitors, keeping order at the great activities, arranging traffic, and giving visitors instructions for accommodation, resting and sanitation,…
