Through analysing the real situation and some solutions proposed for maintaining the rice farming soil stable and lasting, it is required for the reasonable investment in rice husbandry in the Mekong Delta in order to help the farmers heartened and feel secure in farming rice, which results in the national food security assured. That is the key objective in the co-report of “The rice in the Mekong Delta with the national food security” – one of the four main co-reports in the seminar of: Viet Nam Rice.
The co-report will be presented by Associate Professor, DSc Duong Van Chin – Vice-Director of Mekong Delta Rice Institute. As expected, the co-report will be presented about the main matters: Background of the role of the Mekong Delta granary with the national Food Security; The achievements for ensuring the food security with the great role of the Mekong Delta granary; The challenges and defects which rice farmers in the Mekong Delta have to face; Some proposals for overcoming the said challenges and defects.
According to Associate Professor, DSc Duong Van Chin: the Mekong Delta is the most important area of farming rice in the whole country with holding 50% total national food output and 90% export rice output yearly. The Delta plays an important role in ensuring the national food security. However, now the inhabitants in the Mekong Delta have to face with challenges which are more and more serious such as the change of global climate causing the rise of the sea level and resulting in the deep and lasting flood with the deeper intrusion of salty water on the land. The rice farming area decreased due to industrialization and urbanization and changing rice farming soil into the land for aquaculture and fruit farming… The rice farming area per person is little and separated. The bad points in rice husbandry include: the infrastructure hasn’t been invested reasonable, especially rice drying yards, drying ovens and storages. The rice is grown all year round, diseases and pests develop continuously, with weak postharvest technology, a lots created rice strains but without the existence of the top strategic strains because the breeding technology is still young. The food trading companies have no concentrative material areas and no purchase the rice directly from the farmers but from the private traders. At present, there is no the lasting and consistent policy on the minimum price for ensuring the farmers’ profit.
In order to restrict, overcome those challenges, The co-report of Associate Professor, DSc Duong Van Chin gives certain specific solutions which are going to be discussed at the seminar: there should be an assigning team, so called: “ the three farming assigning team”; investment grades and co-ordinating relationship should be clearly decided; it should be paid attention from agricultural land fixing, seasonal crops, irrigation, resources of seeds, post-harvest preservation and consuming rice of goods is the most importance. ..all is for a purpose that the rice farmer must get profits so that skillful farmers can cling to their home land.
